Now according to the end of the newer, crappier Special Edition ROTJ, we know that the Gungans were under the control of the Empire. How come the Empire never used this technology, especially on Endor?

Useful against physical objects with great kinetic energy. I guess they figured that one or two twigs just didn't count as such.
