I don't know much about Halloween parties, I suppose going as an elf to a Halloween party would be rather odd... otherwise I would suggest asking someone to do your hair in a herringbone plait, wear sueude jacket, leggings and boots - to go as Legolas, in short. Oh and I suppose you would need to do something to your ears, too...

But you are that cute blond girl hugging Slade in the picture from the photoalbum, arent' you? In which case, the hair is right for the part.
Anyway, LORT is good for inspiration for something scary, too. Imagine wearing tattered black robes, black gloves and a crown fashioned from black paper and be a Nazgul for the night. Although pretending to be that puffed-up orc from the Return of the King might be more difficult...

2) Grab a black or grey skirt
3) Layer on a black or grey sweater
3) Put on some black tights and Mary Janes
4) Add a tie
5) Locate your graduation gown, borrow someone elses', or wear a black robe

As for cheap- If you're making your own costume, and already own either a sewing machine or a needle and a heck of a lot of spare time, you can make just about anything for under 10 dollars. I and two friends made an enourmous elaborate dragon costume, complete with a throat you could throw candy down into a backpack (which also had a wooden frame that supported the head) on the back of the person in the front, who also managed the mouth with a stick. It was about fifteen feet long, with horns, smoking nostrils (dry ice) and red, purple, and silver sequined material. And two people said "What a pretty horse!" but I digress.... The costume cost five dollars and seventeen cents.
This year I'm going as Odin. I'm not doing much of it myself, but I am making a grey cloak and two papier mache ravens. I figured the wolves and the horse were just a bit too hard to manage, along with a bag full of candy. I bought a grey beard, a hat, and an eyepatch, and I haven't decided whether I want a spear or a walking stick. If I go with the walking stick, I anticipate a lot of "It's Gandalf!" But it's hard to find real(istic) spears at costume stores...
