The legal stuff is pretty standard, the only real problem is that they don't return rights to you if you don't win. And that the prize is pretty worthless, all that work to make a game and all you get is a bag of crap? It has to be said that the main prize is what most competitions give away to runners up. It would be alright if they weren't a business, but they are a business and they can afford better.
But even at my University I know a bunch of people who will probably enter. I was considering it but its probably not worth the time.

The first game is one of my all time favourites, along with Deus Ex, Vampire: The masquerade - bloodline, Fallout 3, Clive Barker Undying and some other generic FPS titles I have probably put away as I am learning how to code and draw smileys.
No, I'd rather work on my 1213 HL2 mod.

I'm doing fine at mapping, y'know, jerking around mostly. The real challenge is when I try to make models (using XSI) and when I try to code. I didn't know coding was so difficult. It requires it's own logic which is gonna take time and this is definatly not a one man job. I mean, I can do this on my own, but its gonna take a few years and that is not worth it. As for modelling...well...models take some time to make from what I've experinced (especially if you're the one who pays extra attention to detail while keeping an eye on the assets).
