This is kind of what I was (hoping) to lead on to in my original post. These man-children are perpetual six year olds. I'm sure they have basic sexual urges, but I don't know if they really want to do anything about it.
They're most probably in a state of continual sexual curiosity, like "self exploration" and "pee-pee touching"... non-sense like that. I don't think they'd even know how to react to seeing pornography or even a nude woman in front of them. I don't know if the mental connections are properly established in their limited and underdeveloped brains to assert a certain behavior or stimulus possible for masturbation, procreation, or a jolly-good romp.

Whoa, whoa, you're getting something mixed up here. Sex drive has barely nothing to do with mental connections or age or whatever - it's an instinct, awakens when you're old enough, pumps testosterone into your blood till you start thinking about humping a train wagon just to get some release.
We ordinary people keep it under control with our brains - and that's where the problem really lies. I don't know much about Down's Syndrome, but I used to work with some retarded people who never got past the mental age of five. Cute people, but there were some in that group who couldn't be left alone for a mere five seconds - you went out to get a smoke, and came back in to find them having an orgy.
Might be the very same problem for the mum in question here. Get something steady, someone who actually wants to keep his needs satisfied - et voilá, suddenly you got three times more spare time to do the naughty yourself, but that's just me fishing around for ulterior motives there.
