In UK they are really nasty about it, and my friednd's been telling me about their little vans with scanning devices going round the city and picking up illegal unpaid for TV.
I do not have a TV or a broadband connection to internet, but I have a TV card for my PC, so if I want I could watch TV. I really have no idea if having a PC card in your computer is the same if you have a TV? And if the card is broken (which it is at the moment) do I still pay?
CHyld, I don't think they will pass this legislation. And you can always emigrate without learning Dutch. In my college there are a lot of native speakers who work as teachers not knowing a word in Polish.

1.) Never underestimate the triviality of the British Government.
2.) If I'm going to actually live in a country, I would feel out of place if I didn't know the language, and my dad, holding a degree in Modern Languages, would probably tear me a new asshole in sheer frustration. Or lock me in a room until I was fluent in Dutch. Whatever.

At least it is to me, who has never taken any foreign language courses and can hardly tell one from the other. Right now, I'd be happy to just master English English over American English.

The big question is, if you pay the tax, should you get a return? I somehow doubt my tax pennys would be going towards building a nation gird of cheap broadband. If they want me to fork out £118 a year then I'd better get free cable!
I'd lay into the BBC a bit, but I confess that I've never paid the TV licence in my life.

Although, by 2017 I hope to be living in a foreign country. I got it down to: Spain, France, Germany, Canada, USA, or Australia. Most likely Canada or France.

But yeah, its quite ridiculous, expecting to get us to pay tax when it only provides five bloody channels. I'd join that aforementioned revolution, but I'm just too damned lazy.

It'll never work.
Breeding should be licenced (a second vote to Chyld's observation, it's not just localised to hull), sex shouldn't be. I'd like to propose a computer license though, that requires at least a basic understanding of PC systems, or the ability to listen to tech support and not screaming at them. Just to control the riffraff.
