Confirming it with the council by telepathy doesn't sound totally implausable. Although, seeing they were all in the room together, it does seem rather silly.

I will not argue the idea that telepathy can be used. It does seem reasonable to me. But what I don't agree with is that they can come to the conclusion so quickly. I mean, Yoda refused to grant permission only a few moments earlier, and suddenly made a telepathic discussion with the whole consul in less than a second?
The only other thing I see about this is that he recieved a mental 'phone call' from the other consul members stating that they changed their minds and wanted Anakin to be trained. But even that sounds a trifle fetched to me since there is nothing really implying something like that.
